FLOWER BASKET PROGRAM
INVITATION TO BID
The City of Tillamook is requesting bids from interested persons for specific services relating to the planting of approximately 110 flower baskets in the downtown area and Goodspeed Park from June through September 2014 and 2015 (two seasons). Bid on one or both parts of the program schedules including: Hanging Flower Baskets (Schedule A) and/or Other Plantings (Schedule B).
Submit bids no later than Monday, February 3, 2014 at 2:00 p.m. to:

Bids will be discussed by the City Council at their February 3, 2014 regular meeting. Successful bidders will be notified by Thursday, February 6, 2014.

SCHEDULE A: HANGING BASKETS
Number of Hanging Baskets: 110 (may be awarded in increments of 55 baskets)
Basket size: 18”
Number of Plants: There is no specific number of plants required, however, to achieve the look desired by the City; each basket should contain “spiller and filler” type plants in an amount proportionate to the basket size. Eight to ten plants may be necessary depending on what is used.
Types of Plants: The City would like an eye-catching display of flowers that are full and lush, including four to five varieties of plants per basket.
Disallowed Plants: Nasturtiums, Bacopa
Preferred Colors: Complementary colors throughout the baskets.
Fertilizer: Included in Schedule B of the bidding schedule. If using fertilizer in planting, please disclose so we may alert the watering party and fertilizer can be adjusted in that process.
Successful bidder(s) awarded Schedule A will pick up the empty baskets from the City Shop located at 3304 Third Street. Liners are provided by the City. Bidder to provide the soil, plants, and fertilizer (if applicable).
Please submit a description of the types of flowers/plants your baskets will hold as well as pricing per basket. Photos of previous work and/or product drawings are always appreciated.
SCHEDULE B: OTHER PLANTINGS
Successful bidder of Schedule B will be responsible for planting and cleanup of the following by mid-June for the summer season and mid-November for the fall/winter season:
SUE H. ELMORE PARK SUMMER PLANTER FEATURE:
• Planting at Sue H. Elmore Park in the old fountain
o False bottom already in place
o Dirt and some non-seasonal plants already in the container
o Seasonal flowers and other plants desired to create a beautiful summer (June) and fall (November) planter feature.
Number of Planters: 4 (two each in front of City Hall and the Transit Center)
Size of Planters: 3’ diameter
Number of Plants: Each planter should contain “thriller, spiller, and filler” type plants in an amount proportionate to the basket size.
Types of Plants: The City would like an eye-catching display of flowers for the summer and fall that are full and lush, including four to five varieties of plants per planter. Low-maintenance perennial plants appreciated for the off-season greenery.
Disallowed Plants: Nasturtiums, Bacopa.
Preferred Colors: None specified.
Fertilizer: If using fertilizer in planting, please disclose so we may alert the watering party and fertilizer can be adjusted in that process.
