CITY OF TILLAMOOK ADVERTISEMENT FOR BID
Sealed bids for the furnishing of all labor, materials and equipment necessary to complete the City of Tillamook Water Main Improvements – 2016, will be received at Tillamook City Hall, 210 Laurel Avenue, Tillamook, Oregon, 97141 until June 16, 2016 at 10:00 A.M. (PDST). The bid opening will follow immediately thereafter. Proposals shall be clearly marked with the project title, showing date and time of bid opening, and with the name and address of the bidder. All proposals received will be publicly opened and read aloud at the above place, time and date. Bids received after the above date and time will not be accepted. Bids must be written on the forms provided in the Contract Documents and must be signed by the Bidder, or an authorized representative.
This project is a East 3rd Street Water Main Extension – 2016, for the City of Tillamook. The City of Tillamook is seeking bids to construct a 12-inch diameter water pipeline extension within the westbound travel portion of east 3rd Street in Tillamook, Oregon. The extension commences at the terminus of an existing 12-inch diameter water pipeline in 3rd Street at Marolf Loop and extends east, approximately 937 feet, to a location in front of the Tillamook County Fairgrounds.
An eight-inch line will be extended into the Community College grounds for connection of College facilities and fire service. A 6-inch stub will be installed at the City shops. A six-inch line will be extended to the north right-of-way line to the east of the City shops.
Eight services will be disconnected from the Fairview Water District system and connected to the new City pipeline. Two fire hydrants will be installed, one air-vac assembly will be installed, and a blow-off assembly will be installed at the east terminus of the pipeline.
The trench, backfill, and AC pavement replacement shall be in general conformance with the City of Tillamook’s Typical Trench Backfill Detail. The trench width shall be the pipe diameter plus 6 inches on each side, but in no circumstances less than 24-inches wide, and shall have a 6-inch deep rock pipe base and a 12-inch deep pipe cover zone with class “B” ¾”-0 crushed rock granular backfill. The balance of the backfill shall be controlled density backfill. The typical cover depth is approximately 36-inches from top of pipe to finish AC. The existing AC shall be saw-cut prior to final paving.
The location and configuration of the existing Fairview Water District pipelines in the area are unsure. The contractor will need to pothole and verify all locations prior to construction and work with the City and Fairview to arrive at a reasonable course of action. The City’s pipeline will be located in the center of the westbound traffic lane, except near the Marolf Loop intersection where it will angle closer to the road centerline to connect with the City’s existing 12-inch pipeline to the west. Traffic control and flaggers will need to be maintained throughout the active construction periods.
The work will need to commence on, or after, Monday, June 27, 2016 following the June Dairy Festival on Saturday and Sunday, June 25 and 26. The construction must be completed and all pavement restored by Friday, August 5, 2016, prior to the Tillamook County Fair start on Wednesday, August 10, with presumed fair mobilization and logistics starting on Monday, August 8.
A PREBID TOUR of the job and conference is MANDATORY for all prime Contractors. The prebid conference and job site tour will commence at Tillamook City Shops, 4402 3rd Street, on June 9, 2016 at 11:30 A.M. with a representative of the Engineer and Owner in attendance to outline the scope of work, time restraints, traffic control limits and staging area, and to tour the actual job site and answer questions.

Bids shall be submitted on the bid form included with the bid documents. Each bid shall be accompanied by a certified cashier’s check for bid bond in the amount of 10% percent to the total bid price payable to the City of Tillamook, as a guarantee that the bidder, if the bid is accepted, will promptly execute the contract, secure payment of worker’s compensation insurance, and furnish separate satisfactory performance bond and payment bond in the amount of 100 percent of the total bid price. There will be no exceptions to the above requirements.
This contract is for a Public Works Project subject to ORS 279C.800 to 279C.870. No bid will be received or considered by Owner unless the bid contains, or is accompanied by, a statement by Bidder that the bid will comply with the Oregon Prevailing Wage Rates, as set forth in ORS 279C.800 to 279C.870.

Prequalification applications will be filed under 279C.340.
The Owner reserves the right to waive any informality when, in the opinion of the Owner, it is in the best interest to do so. The Owner may reject any bid not in compliance with the prescribed solicitation procedures and requirements and other applicable laws, and the Owner may reject for any good cause any or all bids upon the Owner finding that it is in the public interest to do so.
